an inmense amount of patience.
Once you get the roughness off with say 150 grit sand paper, you need to move up to wet sanding as follow:

600
1000
1500
2000
then polish compounds which it's another 2-3 compounds, the final polish compound I used was Dico JR1 rouge.
then wash it with mag wheel cleaner before the final hand polish, which will be 2 coats, one with Meguiars metal polish then Mothers Billet aluminum polish.
