a shop vac and a small screwdriver to scratch loose the compacted grime. On the metal, of course, not paint. After that you can tackle it with cleaners - I've used WD-40 and things like Simple Green, MegaPurpleSuperOrangeWhateverTheHeck. For the shop vac attachment, I made a sheet of stiff-ish plastic into a long cone with a small end and that worked well as an attachment for getting down in around the spark plugs and other tight places.
