Not necessarily just for lane changes, it's designed to help connect turns. It allows the driver to enter the turn quicker, especially when there's a slalom-like motion, because the rear wheels are able to assist with the turn rather than fight it. I've heard a LOT of mixed/conflicting reports on when it turns on and off, but my understanding is that it looks at a lot more than just speed when deciding whether or not to use it. It also looks at how quickly you move the steering wheel, how far you move it, and the vehicle speed. I've noticed it at as low as 25mph on hard corners and as high as 75mph just playing around on the highway. There's a video on youtube somewhere showing an R32 GT-R (which also has SuperHICAS) and a Z32 racing and they do some pretty insane lane-changes.
