Subject	I think 9.5 fronts will rub. 18's will clear 14" rotors.

Message	However, depending on wheel spoke design and caliper size, the wheel might hit the caliper without some small spacers. Strictly diameter based though, 18's should clear 14" rotors. I have 17's up front and I clear 13" rotors with some room to spare.
