Just in case trimming and/or sanding is needed. They don't have to install them but Test fit them otherwise once they're painted your going to be swearing when you go to install and they dont fit or align correctly.
Your best bet is to mount the skirts yourself. 3M doublesided industrial tape 2" strips, side by side, 2 rows. Also use screws at the ends for reinforcement. I used two in front, two in back and 1 in each front and back inside. You can also reinforce at the very bottom if you want.
$1,300 is steep for a painted bumper and skirts. Figuring they are painted off the car. I had my whole car painted for $2,500 with bodywork done also(and yes, with powertrix skirts.)
