Message	ENCOURAGING more "high performance driving education" type activities, because the obvious result would be a more skilled driver. Plus, wouldn't insurance companies much rather be on the hook for a mere ~$20k-40k collision claim on a track than a $2M lawsuit from a guy wrapping his car around a telephone phone and taking out a row of pedestrians on a street corner??
