I can understand the point, but the method and the language is way to vague and dangerous. Hell, how many of these legislators ever have an engine replaced? Fender replaced? Windshield? (yes, on many of the new vehicles, VINs are EVERYWHERE). Read the 1st paragraph closely again, over and over. It basically says you can't replace ANYTHING where there's a VIN. La-Z-Link This bill is flat out wrong!
