The heat energy expended by either brake will be the same when stopping the same vehicle at the same rate and from the same speed.

Assuming 2" pad width, a 13" rotor has 18% more swept area than an 11" rotor. The same heat energy disapated into 18% more swept area results in a cooler rotor. Also, that is 18% more area in which to shed the heat via convection.
