If you have an acct with $.01, and move all funds to another account as soon as PayPal puts them in the account with $.01, thats all good and well. When and if PayPal decides to debit the account for some reason, though, the ACH debit that PayPal initiates will still go through (since you authorized them to in the "user agreement"). At that point, you will not only be liable for the amount that PayPal debited, but also for any additional overdraft fees that your bank asseses.
The only upside to doing it your way is that it keeps you "real" account info (number and routing #) more confidential.
