While not all core charge programs require the part to be functional, it's a very common practice for things with moving parts. I know it sucks to hear but you just can't compare it to batteries or other small parts which are normally only mined for their raw materials. Still, there's no hard rule. Instead, it's up to the policy of the company and Dave is right in that it should be stated somewhere on an invoice, documentation or on the company website. Now I know you're thinking that bad planetary gears = "rebuildable condition" and that's a fair point. However, they cover themselves by stating partial credit may be offered based on condition and that you need to contact them regarding this. So they really have no obligation to give you the stated $400 but you may be able to request it back on your own dime if you feel you can do better. A good company might even split the total shipping with you since you did buy parts from them but again, they are under no obligation. You know, more than anyone, I'd chime in if you were done wrong but this time you may have to suck it up and consider it a lesson learned. Sorry dude.
