The spring is what absorbs the shock of a bump in the road or any irregularity. The shock is what dissipates the energy by forcing fluid inside the shock absorber through orifices and spring-loaded valves. When you're on a smooth road and have it on touring mode, there is little need for a higher compression and rebound. But, if you're on a race course or flying through the back roads, by popping it in sport mode you increase the shock's response to the changes in the road by increasing the resistance near the end of the piston travel on hard compression.
