Message	won't affect the tire rubbing. Bad shocks-car rides bad bad spring-car sags or is super stiff The wheel/tire will still go up and down the same. Bent suspension links, bad ball joints, blown out bushings, bad king pin bearing, however will cause things to be out of wack and flop around where they shouldn't. If any of these things were the case, to be bad enough to flop a tire over too far, would result in some very poor handling.
