Yes, the amount of energy required for this is small, but then so is the output.

As for the people who say it 'works', I'm figuring its a mixture between confirmation bias, and refusing to admit when they are wrong. A lot of things can affect fuel mileage a few MPG in each direction that you cannot be sure are constant.
