It could be a valve, but most likely it is worn rings or scored cylinder or both. Doing just the head wont correct this. If you are going to pull the heads, might as well pull the motor to make that job easier, then get an engine stand and disassemble the motor and rebuild it. Once you mount those heads and find that you still have low compression, the new head gaskets and your time are wasted. Try putting some oil (you only need about 1-2ml) in the plug hole and see if compression goes up. If it does, you have worn rings or something is just not right at the piston to bore seal. If it doesn't change, then you can be convinced that it is most likely something wrong with the valves and the headwork you are expecting to do will correct the problem. You could have a semi burnt valve or valve seat. IF the oil makes a difference though, doing headwork wont get you anywhere. : Hey,
