Some of these old timers don't consider this to be police work and generally avoid it. If you want the police not to blow you off, you have to make it out to be more than just a cold property crime. Simply make an anonymous call to 911 that you see a car being broken into, that the suspect is still in the car and give a somewhat detailed suspect description along with the car description and location. They'll show up within 5 minutes. They might call you back but just tell them that you left the area.
