Message While I've never polished a plenum, I have smoothed a couple out prior to powdercoating. I found that a combination of a 6 or 7" rotary buffer (with a sanding disk) and a right angle die grinder (with a 2" sanding disk on it) will remove the texture very effectively.

Put some 60 or 80 grit on the rotary buffer, and use that on as much of the plenum as you can. I could get the tops of the runners and the end tanks done pretty quick this way. Put an 80 grit disk on the die grinder, and use that for the tighter areas. I'd say about an hour is needed with those tools to completely remove the texture. From there, you can start hand sanding with higher grits, then polish.

The hand sanding would still be a bear, but you'll make the initial work of removing the texture much easier.
