Subject	Suggestions please. Possible boost leak?

Message	When my car was stock, I would boost at 9.5-10 psi without a problem. About two months ago I installed an HKS EVC IV and I'm pretty sure it's calibrated correctly. The kicker is that I can't (and never have been able to) boost past 12 psi even though I have the evc set at 1 bar. Does this sound like a boost leak? Is it possible that once it gets to 12 psi the boost starts leaking from somewhere? I already checked the hose that comes off both turbos and those clamps were loose so I tightened those but still can't get past 12 psi. Does anybody have any ideas on what to try next or what else it could be? I'm sooo frustrated with this. Thanks in advance.
