the PO. It is up to you to file the claim. FWIW, if it had been me, if the receiver wanted insurance on an international shipment, I'd have insisted on FedEx or UPS (most likely killing the sale). As for whether the part was pre-damaged or not, if you are confident the damage was not pre-existing and you can document it, then he's fishing. Either way, good luck.
