Do you really want to enforce something on a CRIMINAL level just because it COULD injure or kill someone? That would be like arresting every questionable commercial airline pilot, just because their actions COULD kill everyone on that plane. When someone does cause a fatal accident, racing or NOT, that's the proper time to whip out the criminal charges and punish them for their mistakes. The way it works now (and it's only getting worse), cops must have been given the power to predict the future, since "street racers" are being punished like the driver of that modified Civic is going to plow into a minivan full of nuns in the near future, if their "street racing" activities continue. Of course it's a progressive system. Don't buy into the scare tactic that if you get caught in one race, you lose your ride.
