Message	has a licence. And to get the licence they have to have capture/filter/recyle equipment. So no, YOU can't buy it over the counter. The R12 typically runs $70 a lb. But, if you have a bud in the AC biz, at least you can get access to it, and yes it is a DIY if all you need to do is add a little.
