Message To show proof of the modification. Then the burden shifts to show that the noise level doesn't exceed 95 dba. If the officer took no pictures, no sound readings, or anything else other than to write the ticket, it might be worth fighting.

Unfortunately he'll say he saw those big ass cans on the car and then it's up to you. A statement from GReddy or a copy of the certificate you mentioned might help. But it could just be a big waste of time.

Me? I'd probably go to court and take a shot. But of course I'm a lawyer and dismantling a CHP case is something I've done, A LOT. :-)
