Message	and aliaz comments, I would guess that the first bit of overbore contributes to an improved VE due to better cylinder filling. In other words, the first bit of overbore improves performance at a rate of better than 1:1....at some point the rate returns to 1:1, after you've gotten all of the airflow improvement.
