Message at the same engine rpm, shorter gears will give greater acceleration, yes. But at the same rpm, you are also at a lower wheel speed. If you want to compare acceleration at the same wheel speed, you will need to determine engine rpm and corresponding torque at that rpm, for both gear ratios, and calculate which gives greater acceleration. It is clear that for two different gear ratios, there will be certain wheel speeds for which one gear gives greater acceleration, while at other wheels speeds the other gear gives greater acceleration.
