Message	said "reliable". If you want 500rwhp on 91 that means about 650rwhp or so on race gas, which points towards a built engine. If he runs 100 octane, then he certainly can run a stock block with your list and 530bb turbos or similar and get there for $10k. If he plans to track it (the twisty kind), he should consider the former. You can't run on the ragged edge at track events. I run 12-16psi, which is PLENTY of power for road courses.
