I think in your case you aren't running in a safety mode, but rather the boost is low because the ECU doesn't have boost solenoids to control. Typically, when the ECU goes into "safe mode" it doesn't just cut boost by 2 psi, but it also retards timing (which really makes the car feel sluggish). I don't think you will notice too too much between 7 and 9 psi.
