e[ www.. ] that's pushing it. You can try to liquid nails, but I dunno.... Head to Home Depot or Lowes and start reading the back of the cans. They will tell you what will bond to styrafoam materials and maybe you can pull it off. The problem you'll have with it so long isn't that you can seal it it, it's the different properties. What you use to fix it will either be stuff, or flex differently. That can either rip again elsewhere or throw the cone off balance warping the voicecoil in time. There's places in Mexico that will re-cone it for you cheap =). Cheap quality most of the time though.
