Simply get a picture like the one above on a day when there is some big crime in the area that makes it on the news. Then simply send the picture into the media pointing out that the police had better things to do that day. While this may not be fair, the pressure to generate revenue place on law enforcement agencies is fair to neither the police officer nor the community they serve.
