Message the clear understanding that you have no clue on what you are talking about, so let me clarify this..
If you have your driver's license and your license plates from TX and up to date, then how would your car be inpounded. You could be pulled over in Alaska for all I care, nobody can do shit. However in some and I state SOME states the laws are different, her in MA if you have a change of address you have 30 days to report it to the RMV, so they can send you a new registration. So as I said "I may be wrong" I actually meant "I don't know the exact law requirements for the states in question" however most are pretty standard, if he keeps his TX residence he can keep his license and registration in TX and travel anywhere within the US territory for as long as he wants, the only obstacle he has is that his inspection has to be up to date from the state that the car is registered at.
So if he gets pulled over in California, all he has to say is that he is there on business and there is nothing "CHIPS" can do.
