Before you go for a new paint job, try buying/borrowing a random-orbital buffer like a Porter-Cable 7424 with a bunch of polishing pads, then get a good polish/compound like the Menzerna line, and try polishing the paint. Oh, and claybar the paint first. My guess is that with a lot of TLC, you can get the paint in pretty good shape. Also, I would refinish those wheels silver. The design isn't bad, but the black colour doesn't work.
