Message ...for civil violations. Per the document, you have to be criminally liable, and almost all traffic violations are civil, not criminal.

Then they list out the offenses and the fines - failure to signal is neither a misdemeanor or a felony, but they have it listed:

46.2-860 RD - FAIL TO GIVE PROPER SIGNAL - FELONY (C)5 $1,000 Felony 6

How can you have a Felony Failure to Give Proper Signal?

The document isn't very clear, but it does state the following:


"The legislation enacts Virginia Code § 46.2-206.1,
which creates “civil remedial fees” to be assessed against Virginia residents convicted of
certain motor vehicle-related or driving crimes. These civil remedial fees will not apply
to traffic infractions like speeding."

If I'm making this out correctly, these massive fees will only be assessed if you're already commiting a motor vehicle crime. Note the last sentence - this does not apply to mere infractions, like speeding. Almost no traffic infractions are criminal unless you're doing something especially stupid.
