Spacers will REDUCE your offset because they sit inside your wheel and push the wheel further out under the guard.
I don't think a 19 offset would fit on the rear without scrubbing but you would probably get away with it on the front. I had 8 offset fitted to the front once but they scrubbed on suspension compression and used to catch on the plastic inner liner, so 19 might be okay.
