Oftentimes a cracked bumper is removed by a bodyshop and sold to a remanufacturer (also known as a "core"). This generates additional income for the body shop. Some remanufacturers will not accept an aftermarket part from a bodyshop as a core. All that matters is that the part meets or exceeds OEM specifications, in appearance and fit. If the part is substandard then you have a valid point of contention.
