pros:
1)cheaper tires & more selection (i'm changing mine to 17's so i can put Yoko A032R's on!)
2)wheels are lighter (better acceleration... however, the wheel/tire combo may only be slightly lighter than 18's or maybe even heavier due to the increased weight of the tire)
3)rotational inertia is lower (better acceleration)
4)more sidewall (better for straightline acceleration)
5)sometimes the wheels themselves costs less than 18's
6)safer from damage than 18's (a nail can puncture the wheel itself since sidewall is shorter on 18's... also less likelihood of curb damage)

cons:
1)more sidewall (worse cornering)
2)don't look as good as 18's

These are all assuming the overall tire diameter is kept the same (i.e. plus sizing)
