Short of tapping directly to the intake manifold (and then needing a check valve), you are stuck with putting them on the hard pipes or slightly farther upstream from that location. I wonder if the second item in your email is contributing to the first problem - if it's coming on below the minimum set point, I could see that could saturate the intake system and allow it to flow into vacuum lines and other locations you mentioned.
