Subject	Does this sound like a bad headlight relay?

Message	Lights on car are possesed. Sometimes when I turn lights on they wer eok, but then they flicker off and high beams come on only and loose control of dash lights etc... The lows come on @ 1st but then flicker off and highs come on. All fuses are ok. Fusible links are good too. Do you guys think its a bad headlight relay? Anyone know what they cost?
