The problem is that most people smart enough to spot a scam aren't also concerned/conscientious enough to also go through the hoops and hurdles to report them. Another big problem is that most scammers are from other countries where we have no cooperation from local law enforcement. Not to mention, many scammers ask for payment through money orders. Of course, if we had a system in place, then it would get easier and easier to use it to track/catch scammers, and more people would be inclined to use it, I think. The bait accounts really are a pretty good idea though.
