Message	I dont have all the facts but I dont think he could legally put the chain on your rim. Was there a sign that stated if you parked there your car will be towed? If there wasnt he cant put the chain on your car or keep you from leaving. I would call the police and state what happened. Ask them what your rights are and if he cant put the chain on or keep you from leaving. He is responsible for any damage he has done to your car. After he took the chain off and moved his truck and you had your Z moved out and noticed the damage on your rim. You should have called the police and had him charged for doing damage to your Z.
