The key is more driver education. Period. Old people should be re-evaluated every 6 months or something, if they are over a certain age. Teenagers, if even allowed to drive, should be required to pay out of pocket for additional defensive driving instruction in order to obtain their licenses. I'm all in favor of moving the driving age to 18 instead of as early as 16, nationwide. It's pathetic how crappy the majority of American drivers are.
