Message engine is under load and producing lots of torque ( like pulling back on a bow string). Remove that load instantly, what do you think is going to happen because of the torque? The higher the torque the faster the engine accelerates. So if the rev-limiter is set to 7000 rpm and you remove the load at 6999 rpm ,the moment you remove the load the rpm will jump momentarily past 7000 because of physics of torque. But only for one cycle is that torque available.
Now if you were in neautral and held the gas pedal to 6999 rpm the load is constant and the rpm with stay the same because the engine is producing enought torque to keep it at that rpm.
