Message Is to stop the wave front from slamming the turbos... when you slap the TB closed (shift and let your foot off the gas) all the compressed air from the turbo is still between the turbo and the TB. When the TB closes, the wave front changes direction and pushed back... for least shock, quickest continued spool, you want it as close to the TB as possible. You can put it anywhere you want, but for best performance, its recommended you put it as close to the TB as you can...
