Message	Net Commando is an app that will do what you are looking for...partially. As, far as persecution there are several agencies that would be interested in it. However, the laws dealing with this, are still in development, and htere is not very much precedent to go on. I would initially try contacting, the FBI's telcom division, and possibly the FCC. Both, have been moderately in prosecuting hackers. Email me for more info.
