The Photo Requirement, as reinforced by Rob.M and Tikigod's explanations, are required if you want a quality printed product. As a designer that works with printers every day, I can tell you that printing is generally done at a 300DPI or 600DPI, up to 1200DPI. To just compare this to photos taken by your camera, they are often shot at 160-180DPI, but increase in image size with the quality setting on your camera, so they can easily be interpolated into a nice, slightly smaller, 300-600DPI image perfect for printing.
