Message Have you actually checked the voltage to make sure the brake switch, neutral switch, parking brake switch are all ok? If you have access to the shop manual it goes through a diagnostic procedure for heavy steering. Make sure all the sensors feeding the power steering control unit are functioning properly. Then check

1) The power steering contol unit. Little aluminum box down by the ECU. Make sure the connections are good and then that it is actually sending a signal to the solenoid on the steering rack.

2) If the power steering control unit is good, check the solenoid on the steering rack.

If you have replaced the ps pump and lines and you have no leaks from the ps rack, all the sensors are good its gotta be the control unit. Try borrowing a friends and plugging it in to see if that fixes our problem. If you have a TT you have to use a unit out of a TT because the NA ones don't pull from as many sensors.
