Message If you have a DOUBLE DOUBLE yellow, solid and separated by 24 inches (don't know if that is from the outside of the lines or inside -- and some states say 18 inches), you can't ever cross it. But those should only ever appear TO YOUR LEFT on the road (because yellows are for the LEFT SIDE of the road). If you have a single double that spreads out and is crosshatched, same rule (it's an island or barrier).

If you have a DOUBLE DOUBLE yellow, but dashed inside (on your side), you can pull inside, stop if needed, and turn left or u-turn (no passing). Since there is an area to safely reside in, you don't have to worry about holding up traffic (as long as you aren't the type that pulls only 1/2 way end and leaves your ars sticking out into the lane ;)

If you have a SINGLE DOUBLE yellow, there is NO PASSING allowed, but you can turn left or do a u-turn AS LONG AS you don't hold up traffic in your lane by doing so. If it were no so, you couldn't pull out of your driveway across a double yellow road and turn left ;) (the code actually specifically notes driveways to help clarify the law). And you can also drive ACROSS a center left turn lane.
