it's the machine work that makes the difference in a rebuild and from what i've been told, he didn't do any of that himself, including headwork and bottom ends. One of the primary reasons he runs such good times is the trans400 he's using, which can be aquired for 2-3k bucks with all the adapters, etc. And the guy really loves permatex...it was everywhere on the motor I got, including places it shouldn't be.
