Message Okay guys

I have a busted driver's side turbo on my 1993. Completly sucks to have a car sit while making payments on it. Anyways I'm pricing everything out, and hoping to do this by Nov. at the latest. I'm getting priced at $4,100(includes tax) for replacement of turbos with brand new ones and includes all ancillary gaskets and lines Here's the thing, I asked them and they said they don't pull the motor completly just partially out to access the turbos. There concern is the brittleness of the main electrical harness. I'd perfer if they pull the motor because I want to get the 60k done along with the clutch replaced all at the same time. So here are my questions:

1. Is the price fair?(being done by reputable Z shop in Lauderdale
2. Should I expect some type of break on labor at least the clutch install because they have to drop the trans anyways
3. Car has 67k on it should I get the 120k done or is it a little overkill?
4. Is it mandatory to pull the engine when doing the turbos. they are not the only place that's told me that it's easier jjust to partially pull the motor instead of completly yanking it out
5. The right turbo is grinding and screeching, so obviously I'm not using the car at all and stays covered all the time but is it safe for me to occasionally start the car and drive it over a short way to friends house and do some personal mechanical work on it? The car never goes above 35 mph and is driven as easily as possible
