| Nobody has the stats to argue what is a majority / minority - but the facts remain that PayPal continues to operate a business with dangerously inept security measures that cost people thousands upon thousands of dollars every year. I've kept up with PayPal issues roughly since it's inception and I've certainly heard more bad than good. I understand those with issues are always more vocal than those without, but the facts remain that everyone I personally know who has dealt with a PayPal fraud issue has had a negative experience to some degree with the customer service. Given this isn't a massive sampling, but when you keep hearing the same complaint from tons of people online and off - an obvious pattern develops.
