Message answered by Garrett themselves. Unfortunately, Garrett does not give us ALL the specs on the turbine performance. It is almost like they intend to make turbo component selection like a "black magic".

However, relying on gut feeling and general trends, here's my thoughts....

That turbo uses the same exact turbine as the GT2860RS: GT28, 76-trim, 9-blade. The compressor is 11mm larger in diameter than the 62-trim, 60mm in the GT2860RS. That's an appreciable increase in compressor diameter, and increase in mass (as you noted). The diameter ratio of the turbine to compressor is even further offset, which will compromise the spoolup characteristics of the rotating group, but as you suggested, it doesn't have to spin as quickly to achieve the same PR/airflow. Even still, I would be inclined to think that the increased mass and diameter of the compressor wheel is going to have a negative impact on spoolup characteristics.

This would probably make an awesome turbo for high-RPM drag-racing applications where you can take advantage of the higher airflow capacity of this compressor, but I wouldn't expect it to be so glamourous for street applications. It would probably work great with an auto trans setup and a nitrous spoolup for drag racing though.
