Many places simply have a decibel limit (and sometimes a clause about there needing to be a baffle of some sort). Some places have all that plus emissions requirements. California and some other areas have vague laws that say something along the lines of "any exhaust modification that differs from the OEM"--which leaves interpretation very open to the opinion of officers and/or judges.
Best bet to know for sure is to try and find the state and local vehicle safety equipment laws. You might have some luck by going somewhere that does state inspections and asking what the rules for exhaust are.
