By having the output of one side bank feed the input of the other bank, you make a load-balancing setup. It's a very basic and effective way of achieving a balance between the sides. The balance tube between the banks picks up what little slack is left. Hence, the name "balance tube". Think of how any error would compound itself if you had one bank feeding itself. You'd have one side's spoolup curve out of sync with the other, until you hit your maximum boost and your wastegate limits it. A feedback loop is so basic that it's used in everything from mechanical water floats to electrical circuits.
